Section 11
Bidding Procedures and Stages
(1) In case of procurement by bidding, bidding can be called by adopting the following procedure:-
(a) Openly inviting bids after determining pre-qualification,
(b) Openly inviting bids without prior determination of qualifications.
(2) Bids to be invited openly can be invited in one or two stages.
(3) In the case mentioned in sub-section (1) of section 28, the bids may be called in two stages.
